CSO is looking for a Chief Financial Officer.
The
Chief Financial Officer is a key member of CSO's Executive Team and holds
a broad range of leadership responsibilities including oversight of the
Finance, IT, Business Systems and Operations teams. Working closely with the
CEO and other members of the management team, they must thrive in a
high-growth, fluid, and metrics-oriented environment, with a belief in CSO's
mission and defining values that drives performance and decision-making at all
levels.
This
position will manage the financial operations of the agency, serving as a
key strategic and operational advisor to the CEO. The CFO will direct the
activity of the staff engaged in planning, analysis, accounting, and client
support functions. The CFO also represents the agency in all business
relationships, and is responsible for compliance with all financial regulatory
requirements.
As
CFO:
You
Will:
- Provide general oversight of Billing, MIS, and
Accounting functions including Accounts Payable and Purchasing.
- Ensure coordination and integration of financial
services across all agency operations and programs; inform agency staff of
policies and procedures related to financial operations; relay accurate
and updated administrative and financial data to the CEO as needed.
- Develop, implement, monitor, and revise, as necessary,
agency fiscal and administrative policies and procedures.
- Collaborate with CEO in reviewing, evaluating, and
determining agency and program goals, direction, and growth to ensure financial
viability of all services and operations.
- Work with CEO and Senior Management team to develop and
monitor all budgets, including contracts, grants, and annual agency
budget.
- Monitor contract utilization and ensure appropriate
program managers have updated, accurate and timely reports documenting
monthly expenditures, remaining balances, and financial information
related to their programs.
- Provide financial information to the Board of
Directors; attend monthly Board, Senior/Agency Management and other meetings
as scheduled/directed; serve as member of Finance Committee.
- Collect, record, and analyze statistical information
and make recommendations to the CEO and/or Senior Management team for
quality improvements based on the analysis.
- Control all cash accounts and their use, ensuring
proper procedures for all receipts and disbursements; properly monitor and
utilize the line of credit.
- Prepare and present financial reports in an accurate,
concise, organized and timely manner as needed; secure information needed
for proper back-up documentation; ensure auditability.
- Assist auditors in resolving any deficiencies,
discrepancies or questions; conduct periodic internal auditing of records
and procedures to ensure accuracy and utilization; ensure accurate and timely
completion of UFR.
- Conduct interviews for vacant positions within the
departments; work with HR to recommend personnel actions as required,
including hiring, transfers, promotions, discipline, or dismissal.
- Maintain collaborative relationships with funding
sources (DCF, DMH, etc.); participate in negotiating agency contracts with
funding sources and oversee preparation of amendments as needed.
- Monitor and ensure compliance with all state and
federal financial regulatory requirements; ensure all departments adhere
to agency and external paperwork requirements related to finance.
- Oversee agency property management and maintenance of
agency's physical inventories and facilities; negotiate leasing agreements
as necessary.
- Ensure appropriate, updated coverage for all agency
insurances.
- Make independent recommendations for program expansion,
reduction, or closing to the CEO.
- Provide adequate and ongoing supervision to
administrative managers.
- Support and maintain a high-performance environment
characterized by positive leadership and a strong team orientation as an
added value member of both the Agency Management and Senior Management
teams; support CEO-approved agency goals and philosophies, sharing a
fundamental philosophy that enhances the agency's global reputation within
the community.
Your
Background:
- Bachelor's degree in Business Administration or
related field
- MBA or Master's degree in related field of study
(preferred)
- Five to ten years of experience in non-profit
finance and administration required, preferably in behavioral health or related
field
- Senior management and supervisory experience
- Valid driver's license and reliable
transportation
